Subject: Circulation of vacancies at Assistant Director level in CSOLS and appeal to Senior Translators for submitting the required documents in DOL at the earliest.
In order to facilitate the Senior Translators being considered for promotion as Assistant Director, this Association has generated the following list of vacancies at Assistant Director level in CSOLS as on 1-2-2014 :-

2. It is clarified that the abovesaid vacancies have been calculated/ascertained by us on Association level and we are not claiming the authenticity for this information generated by CSOLS Group 'A' Officers Association. One to three more vacancies still seem to be out of our sight. Discrepancy, if any, may kindly be brought to our notice immediately.
3. The deadline given by the Administrative Department has already expired on 06.02.2014 but documents related to some Senior Translators do not seem to have been submitted to the D/o Official Language so far. The concerned Senior Translators are, therefore, requested to submit all the required documents to Deptt. of Official Language at the earliest.

And is there any proposal or initiative to remove provision of deputation from the post of Joint Directors. If this is done, it will be a great success as more and more people of CSOL Service will be able to get promotion. I request you to take it up.
ReplyDeleteThe issue was raised again and again with Secretary(OL) and also with UPSC officers. Deputation clause is reportedly removed now from draft RRS.

DeleteI sincerely appreciate your initiative in this regard. It is due to the efforts of your association only that the Ad-hoc ADs are being regularized and Senior Translators are being promoted to the post of ADs. Your meetings with the Hon'ble Ministers have prompted the officers to initiate the regularization and promotion.
ReplyDeleteIt is quite disheartening that all officers and translators have not yet benefitted even after the approval of cadre restructuring despite the fact that a time of almost 27 months has elapsed. It is a very sorry state of affairs that the officers and translators have to write to the concerned authorities time and again for its implementation.
Anyway, there is a glimmer of hope with the recent developments and I hope that after regularization of ADs and promotion of Senior Translators, it will be the turn of the Junior Translators for getting promoted. It is needless to mention that there is a chain effect of a promotion at the top level. For example, if a JD is promoted to the post of Director, the resultant vacancy of JD is filled by a DD and the vacant post of DD is filled by an AD. Therefore, one promotion actually means 4 other promotions if it is implemented honestly.
I sincerely appreciate the hard work done by you in making this list and mentioning the vacancy position of Assistant Directors (OL) in the Ministries/Department. You are leaving no stone unturned for the betterment of our CSOL cadre.
ReplyDeleteCould you please inform the current status of these recent initiaves - Whether DOP&T has approved the regularization of ADs or is it still under consideration. In addition to it, what is the position of promotion of STs as ADs? Suppose, if some of the STs fail to send the requisite documents, whether the promotion of the remaining officers will be upheld?
And finally, is there any move to promote the Junior Translators as Senior Translators?
The issue of regularization of Adhoc ADs is still under consideration of DOPT. We have already some meetings with them last one was held on 13.02.2014. Process for promotion of Sr. Translators has already been started with the blessings of Hon'ble HM Sh. S.K. Shinde Ji and Congress Gen. Secy. Sh. Ajay Maken JI. If some Sr. Translators do not submirt required documents, period may be extended but promotion will not be stopped.

ReplyDeleteआपने जिस यत्न और मेहनत से यह सूची तैयार की है, उसकी जितनी भी प्रशंसा की जाए, वह कम है। इससे सिद्ध होता है कि आप संवर्ग के अधिकारियों और अनुवादकों के लिए कितने सचेष्ट हैं। आपने माननीय गृह मंत्री जी से एक अन्य मंत्री महोदय की भेंट आयोजित कराके सहायक निदेशकों को नियमित करवाने और वरिष्ठ अनुवादकों को पदोन्नत करवाने के लिए जो पहल की है, उसके लिए आपके तारीफ के हकदार हैं क्योंकि ये दोनों ही मामले ठंडे बस्ते में पड़े हुए थे और आपके सत्प्रयासों के बाद ही इस संबंध में पहल हुई है। राजभाषा संवर्ग के गठन के लगभग 30 वर्ष बाद संवर्ग समीक्षा को अनुमोदित किया गया है और इससे तभी समस्त अधिकारी और कर्मचारी लाभान्वित होंगे अगर इसे तुरंत कार्यान्वित किया जाए। आश्चर्य और दुख की बात है कि संवर्ग के पुनर्गठन के अनुमोदन के 30 माह बाद भी अनेक अधिकारी और कर्मचारी इसका लाभ प्राप्त करने से वंचित रहे हैं। अनेक तो इस दौरान सेवानिवृत्त भी हो गए हैं। अगर समय रहते इसे लागू कर दिया जाता, तो 30-35 वर्ष की सेवा के बाद रिटायर होने से पहले पदोन्नति पाकर वे सम्मानित, गौरवान्वित और संतुष्ट अनुभव करते, लेकिन अफसोस ऐसा संभव न हो सका। खैर!
ReplyDeleteवर्तमान में इस मामले की क्या प्रगति है? क्या कार्मिक और प्रशिक्षण विभाग ने इस प्रस्ताव को अनुमोदन प्रदान कर दिया है और किस वर्ष तक के सहायक निदेशकों को नियमित करने का अभियान चल रहा है? इसके अतिरिक्त वरिष्ठ अनुवादकों को क्या मार्च की समाप्ति से पहले पदोन्नत कर दिया जाएगा?
