धर्म सिंह जी को भावभीनी बिदाई

केन्द्रीय  सचिवालय  राजभाषा  सेवा  समूह  'क' अधिकारी एसोसिएशन के पदाधिकारियों ने आज  दिनांक  26.03.2013  को  3.00  बजे अपराह्न एन डी सी सी-।।  भवन पहुंचकर इसी माह सेवानिवृत्त हो रहे अवर सचिव (सेवा) सरदार धर्म सिंह को गुलदस्ता और शॉल भेंट कर सम्मानित  किया  और  उन्हें  भावभीनी बिदाई दी । इस  अवसर पर पदाधिकारियों ने कहा कि उनके हाथों  हुए  राजभाषा  सेवा  संवर्ग  के अविस्मरणीय  कल्याण का वर्णन शब्दों में व्यक्त नहीं किया जा सकता  और न ही उसका बदला  किसी  भी तरीके  से  चुकाया जा सकता है । श्री धर्म सिंह ने अपने नाम  को  चरितार्थ करते हुए  धर्म  के  ही  काम  किए  हैं । पदाधिकारियों  ने उनके  दीर्घायु  होने और सदैव स्वस्थ बने रहने की कामना की ।

इस  अवसर  पर  एसोसिएशन  के  लगभग  सभी  पदाधिकारी  नामश:  सर्वश्री  डी.एस.रावत, अध्यक्ष;  सुबोध कुमार, उपाध्यक्ष; आनन्द कुमार, संयुक्त सचिव; अरूण विद्यार्थी, संयुक्त सचिव;  इफ्तेखार अहमद, कोषाध्यक्ष और बृजभान, महासचिव  उपस्थित  थे । एसोसिएशन  के  दूसरे  उपाध्यक्ष  श्री  शिव कुमार गौड़ छुट्टी पर होने  के  कारण  इस  अवसर पर उपस्थित नहीं हो सके ।

First Executive Body Meeting of CSOLS Group 'A' Officers 'Association  was held today on 20-02-2013 at 1.00 PM behind Boat Clulb Police Post Lawn under the Chairmanship of Shri D.S.Rawat, President of the Association to discuss various cadre problems and modus operandi for their solutions. The members were apprised of the discussions held in the meeting of this Association with the Secretary (OL) on 24-01-2013 and  were updated about the progress made on some issues  raised in the said meeting.

अद्यतन-सूचना

      जैसा कि इस एसोसिएसन द्वारा इस ब्लॉग के जरिये दिनांक 24.1.2013 को सूचित किया गया था कि दिनांक 24.1.2013 को सचिव, राजभाषा के साथ इस एसोसिएसन के पदाधिकारियों की एक बैठक आयोजित हुई थी जिसमें सचिव महोदय , अन्य बातों के साथ- साथ, इस बात पर सहमत थे कि संयुक्त निदेशकों के रिक्त पदों को तत्काल भरा जाना चाहिए।

 हम सचिव महोदय के प्रति इस बात के लिये आभारी हैं कि उन्होंनें मामले में व्यक्तिगत रूचि लेकर उक्त फ़ाईल को तत्काल तैयार करवाया जो अब उनके विचारार्थ प्रस्तुत हो जाने की सूचना है। यह भी सूचना है कि सचिव महोदय ने तदर्थ संयुक्त निदेशकों को नियमित करने की हमारी मांग को पूरा करने के लिये संबंधित फ़ाईल भी अपने पास मंगवायी है। आशा है कि सभी लगभग 09 नियमित उपनिदेशकों को संयुक्त निदेशक के रूप मे तदर्थ पदोन्नति दिये जाने संबंधी आदेश शीघ्र जारी हो जायंगें। यह भी आशा है कि हमारी अन्य मांगों पर भी शीघ्र कार्रवाई की जायेगी।

     संयुक्त निदेशक के रूप में पदोन्नत हो रहे सभी साथियों को अग्रिम बधाई।

MEETING WITH SECRETARY (OL)

A delegation of C S O L S Group ' Ä' Officers ' Association met the respected Secretary (OL) Sh. ARUN KUMAR JAIN JI  today on 24-01-2013  on a phone call from his office in response to a written request by the Association and had discussions on various cadre problems.Sh. D. K. Pandey, Joint Secretary (OL) was also present during discussions.

The delegation was headed by Shri Avadhesh Kumar Mishra, Director, MHA and Shri Subodh Kumar, Dy.Director, M/o Administrative Reforms & Vice President of the Association. Shri Iftekhar Ahamed, Treasurer; Shri Arun Kumar Vidyarthi, Joint Secretary and Shri Brij Bhan, General Secretary of the Association were also included in the delegation.

Sh. D S Rawat, Joint Director, Ministry of Petroleum and President of the Association, being out of station; Sh. S. K. Gaur,Vice President of the Association, being not in office and Sh. Anand Kumar, Dy. Director, M/o External Affairs, being ill, could not attend the delegation.  

The following points were discussed with the Secretary :-

1	Rationalisation of allocation of posts made as a result of cadre-review and rectification of  typographical errors therein.
2	Encadrement of Ministry of Housing & Urban Poverty Alleviation and Department of Electronics and Information  Technology.
3	Early finalization of revised RRs.
4	Removal  of the proposed provision of filling up 50% posts of Directors by deputation in the revised RRs.
5	Holding of DPC meetings in time twice in a year as per DOPT instructions.
6	Early regularisation of all ad-hoc officers as per year-wise Select Lists based on vacancies of each year
7	Filling up all the vacant posts of Directors/ Joint Directors/ Dy. Directors/Asstt. Directors only by promotion as a one time measure to give the benefit of cadre restructuring to the incumbents.
8	Creation of at least 06  additional posts of Sr. Director in CSOLS in the grade pay of  Rs. 10,000/- without redistribution of the posts of Director.
9	Grant of non-functional grade Pay of Rs. 6600/-to the Assistant Directors w.e.f. 01.01.2006 after completion of 04 years' regular service.
10	Grant of the revised pay structure of grade pay of Rs.4600 in the pay band PB-2 to the post of Junior Translator w.e.f. 01.01.2006.
11	Issue of yellow passes to Translators.
12	Stopping of the newly started  practice of acquiring vigilance clearance in advance in respect of the officers to be promoted.
13	Display of Transfer Policy in public domain.
14	Half-yearly updation of Seniority List.
15	Early disposal of pending transfer cases.
16	Grant of recognition to this Association.

       A Memorandum was also submitted to the respected Secretary (OL) incorporating all the above points with full justifications for each demand. The meeting continued for about one hour and may be treated as successful as the respected Secretary seemed to be very positive and dynamic. He assured to take early positive actions on our demands.
